This project was completed by state environmental protection key laboratory of urban ambient air particulate matter pollution prevention and control in Nankai university and the environmental monitoring center of Urumqi city( from October 2010 to December 2013).The dynamic environmental capacity calculation of SO2 and NOx based on emissions performance and the technique of goal capacity total quantity control of ambient air particulates based on source apportionment were built. The total allowable emission of pollutant was calculated in different seasons which met the requirements of the environmental quality standards and total emission reduction. What’s more, the pollutants emission performance standards which should be achieved by the key profession and the total quantity control solution for all sources were determined.
